Research Interests

Dr. Sullivan’s research focuses on the role of knowledge management in strengthening health systems and improving public health outcomes, particularly in low- and middle-income countries. Her interests include:

  • Theoretical and applied frameworks linking knowledge management to health system strengthening and service quality improvement
  • Factors influencing knowledge-sharing and utilization within health systems
  • Monitoring and evaluation of knowledge management interventions and their impact on family planning and reproductive health outcomes
  • Organizational learning, data-informed decision-making, and the use of digital tools in global health programming
  • Capacity strengthening for evidence-informed public health practice and policy

Her work integrates theories from knowledge management, behavioral science, and systems thinking to enhance the performance of global health programs.

Overview

Dr. Tara Sullivan is a public health expert and educator with over two decades of experience advancing knowledge management (KM) to improve global health outcomes. As an Associate at the Johns ÎÚÑ»´«Ã½ and KM Director at the Johns Hopkins Center for Communication Programs (CCP), she leads multi-regional, donor-funded initiatives that bridge research, implementation, and learning across LMICs.

Dr. Sullivan teaches the graduate-level course Knowledge Management for Effective Global Health Programs, which has been highly rated and has been recognized with the Excellence in Teaching award each year it has been offered. Her research explores how knowledge sharing and utilization strengthen health systems and improve service quality, particularly in family planning and reproductive health. She has published widely in peer-reviewed journals and contributes actively to advancing KM practice and evidence.

Dr. Sullivan holds a PhD and MPH from Tulane University and a BS from Cornell University. She currently serves as a Staff Assembly Representative at the Bloomberg School.
